WIND PROJECT UPDATE – October 2012 First and foremost, no wind projects have been approved. An update on the status of each project is summarized below.
wpd Canada has filed an application for approval with the Ministry of the Environment. It has NOT been posted on the EBR site. They have NOT been issued an approval from the Ministry of the Environment. They have NOT applied for or received any permits from the City.
wpd Canada was offered an Ontario Power Authority FIT contract in 2009 which is conditional on approval by the Ministry of the Environment. They have held two public meetings at Rolling Hills (Oct 20, 2011 and June 19, 2012).
On June 29th 2012 , wpd Canada submitted their application for Ministry of Environment approval. It is currently being reviewed to determine if all the required reports are included. If their application is not considered complete by the Ministry of the Environment, it will be returned to wpd for additional work. They may then re-submit their application after doing the additional work. If the Ministry determines that all required reports have been submitted, it will be posted on the Environmental Bill of Rights site (EBR) for a comment period of 30 days or more. Once it is posted, the Ministry will begin its technical review of all reports and consider the detailed concerns that are submitted by the public and the municipality.
If you have specific concerns, it is important that you post detailed comments. You may search for the project by “Sumac Ridge” or “wpd” once it is posted. A decision may take several months.
If the project is approved, the decision may be appealed through an Environmental Review Tribunal (ERT) process. This appeal must be filed within 15 days of the decision being posted on the EBR site. http://www.ebr.gov.on.ca/ERS-WEB-

Energy Farming Ontario was offered an Ontario Power Authority FIT contract in 2009 which is conditional on approval by the Ministry of the Environment. One public meeting was held at Rolling Hills (Sept 30, 2011) by Energy Farming Ontario. A draft site plan for both projects was recently published in Kawartha Lakes This Week showing the location of the proposed turbines in the Settlers Landing and Snowy Ridge projects which is now being proposed by Zero Emission People. The Draft Site Plans show the specific location of turbines for each project. They have NOT called another public meeting. They have NOT filed an application for approval with the Ministry of the Environment. They have NOT applied for or received any permits. They have NOT been issued an APPROVAL .

I have been advised by the Ministry of Environment that there were 1569 letters, emails and petitions submitted in opposition to proposed wind projects in this area. The next step in this process will be the submission of detailed comments to the EBR site regarding the wpd Sumac Ridge projects for the 30 day comment period. If the Ministry of Environment approves the Sumac Ridge wpd project, an appeal will be launched by the community.
